The Legislative Services Department carries out statutory responsibilities as outlined in the Community Charter and Local Government Act. We provide services to Town Council, Town departments and the public and we are the communication link between Council and town residents. We strive to serve the community in a friendly and professional manner. If you would like information on appearing before Council, please click HERE.

The department oversees the Temporary Licence of Occupation (TLO) approval process which gives gives legal authority for a business, individual, or group to utilize public property in order to carry out specific activities. A TLO is required for a variety of things, including outdoor restaurant and bar patios, raffle stands and charity barbeques, street performers and parades, weddings and sporting events – to name a few. Costs are determined based upon the type, length, location and scope of use but are usually very affordable. Not-for-profit groups can usually secure TLOs for no charge!

The Town has a policy in place for TLOs in order to establish guidelines that are fair for everyone.

We also manage and administer the College of the Rockies (COTR) House (student residence). More information can be found by clicking the link in the callout box on the right side of this page.

The Department's responsibilities include, but are not limited to:

• Preparing and distributing Council and Committee meeting agendas.
• Ensuring accurate recording of Council and Committee proceedings.
• Composition of correspondence and reports to and on behalf of Council.
• Conveying decisions of Council for action or information.
• Maintaining and overseeing the safekeeping of corporate and official records, as well as the corporate seal.
• Providing certified copies of bylaws and other documents.
• Administering oaths, taking and receiving affidavits and affirmations pertaining to Town business.
• Corporate contract and agreement reviews, negotiations, and renewals.
• Maintaining Town bylaws, policies, and procedures.
• Bylaw adjudication screening
• Managing the Town of Golden Bursary Program.
• Conducting municipal elections and other voting opportunities.
